...Go to the menu on the right-hand side of the screen, look for "download latest stable release" and then at this page:

http://ufoai.sourceforge.net/index.php?page=Download

...You want the link for "sourceforge.net"  Once there, you need to navigate through sourceforge's page for the Windows version for 2.2.1:

http://sourceforge.net/projects/ufoai/files/UFO_AI%202.x/2.2.1/ufoai-2.2.1-win32.exe/download

...And wait for a pop-up with your download file (and ignore any rubbish advert in the background).

...Or you can take a shortcut and just use the last URL link I just gave you.
