Names of base staff.

I noticed that the names of employee categories besides soldiers tended to be almost universally European in origin. I could help hunt down more foreign names (I'm an anthropology major).

No computer skills, just a love of great games and a desire to contribute!

i've currently changed the layout of that file - currently there are no real names in there - feel free to change the team_civilians.ufo and the like, too
