Is the subway map (New York) unfair?

I think it might be since most of the civilians and the aliens are underground and it takes several turns just to get there. Meanwhile the aliens have plenty of time to slaughter most of the civilians. Don't get me wrong it's a great map but a little imbalanced perhaps?

If you want you can try rearranging the starting positions in the map editor and submitting a patch.

My game crashed after ending a mission in that map. Is that an old fixed bug, or not?
