Bugs in older version (2.3.1) / Unable to research

Playing the recent 2.3 stable, I finally captured a Scout and researched it... I get the complete message but when I go to the research screen in base, it shows still pending.  When I click cancel, it says complete.  Also, I received messages on proposals for astrogation, propulsion, and navigation but they do not appear in my list at all.  The messages themselves are completely blank.
