Tactics / Possible to turn off Nation happiness?

I'm playing UFO: AI, I like to tinker with the base management and tactical missions. I'm a very casual player, and keeping the funding nations happy is a hassle, they seem to give up very easily. Is there a way that i can maybe edit some files to tone down the happiness aspect or remove it altogether?

Bugs prior to release 2.3 / Problem with reaction fire

My people doesnt seem to use their reaction fire anymore. Aliens wander in and out of sight, shoot at them, stand still infront of them, etc and nothing happens...
It worked just fine in earlier version up until this one. (2.3)

Im sorry if this been mentioned before.
