Bugs in older version (2.4) / Base factories won't produce, 2.4

Hello! I'm new, and I have a bug with 2.4. I have one base (Hephaestus) completely devoted to making weapons. It has one large hangar, four linked Workshops, three Storages, four lasers, two living quarters, a CC and a radar. I have it set to produce things.... and not one hour of work is ever done on them, but I have full personnel staffing them. What's going on here? All my other bases work just fine on the production end.
