User modifications / civilian resistance (or plasma fodder)

yeah, so i haven't played this game for a while (shame the fps is no more 
) and have recently downloaded the latest version, and whilst playing i got realy fed up of having my civilians all filled with plasma,
so, im trying to arm my civilians, turn them into a resitance movement or something (not alot of thought has gone into naming them) but i cant find theh dam file the eqiup_civilians is in... am i gonna have to write one. cus honetly i havent written a script for a good couple of years ( since warzone2100... long story)
any ideas/help would be verr gratefull
