Windows / Failed to start.. Win 32 2.3

Ok, like many start up problems it runs too fast for me to copy anything down, but here is what I was able to find out, every thing seems to start up normally exsept that it eather can't find and/or run Config.cfg file.. any help would be nice, thank you.
