Newbie Coding / makeunder chroot and multi cpu

I am not sure if it chroot issue or make issue ...
I have binded in my chroot /proc/cpuinfo and cat /proc/cpuinfo shows correct information, but "make deb" it still uses only one core from 4 I have, and doesn't matter what -j number I use.
May be I chrooted something wrong, I would use any help I digged the web, and nothing useful I could find, besides that someone had same issue with BIND under chroot..
I used to compile it without chroot and it was just like a meteor speedy now on fresh install I decided to make a deb under a chroot, and now it compiling on an old turtle speed, and it's SO annoying...
