you should animate the hairs too, maybe 2 bonesYou mean 2 bones per stand of hair? Or 2 bones of all the hair? Either way, I for one, think it unnecissary. The hair is supposed to be of a very short cut, so there would be no secondary action for the hair. That, and I dont think we animate heads....
or start modeling it as a personal excercise
It sounds like an ok concept.Then all soldiers would have to do is bow, lol
I also think it would do well to draw inspiration from various "frogman" myths from earth culture.
Take the Japanese Kappa for example, A humanoid snapping turtle with a beak and a dish of water on it's head.

The secret to that is using un-flavored gelatin mix, mixing it very thick with less water than you normally would if you were to eat it, and keeping it in the refrigerator.
