It seems that whenever some dev who does NOT use C::B creates/deletes files, the *.cbp files remain unchanged, which can be quite annoying to the C::B users.
Q: Is there a *single* dev who feels responsible for the contents of the *.cbp files or are we *all* encouraged to update them as necessary ?

yes - in general the one who added or removed files is responsible for this. but if you see a missing file, please commit the patch (and blame the commiter of the rev that broke it.... at least if it wasn't me :-D )
