Title: Particle and sound needed: Electrolaser

One of the new weapons on our TODO list is the Electrolaser, which is basically a ranged version of the stun rod, operating as per the standard electrolaser principle:

The model for this weapon has been completed, and can be found in SVN base/models/weapons/electrolaser

What we need now is a particle and sound for the firing effect. Once we have that we can implement it right away. hoehrer will post a mockup image later on.

Particle:
After a quick talk to Winter I've uploaded a draft of how the effect should look like.
Whoever tries to make a particle effect for the electrolaser should try to keep it as close as possible to this draft
