Title: cant build base

i built a base in the asian republic and theres no stair case to build attachments on to.

ive just looked at the ufoconsole and theres no errors or anything but ill attach just incase

I fixed a case when Entrance and a blocked tile could have been set on the same location.

Next time please tell us which version exactly you use and in case of campaign related bugs, attach your savegame. Thanks!

ok i keep forgetting to add the version, sorry, i'll remember it in future.
