Title: Monthly Status Report

I have coded up a window which displays at the end of the month to show how many new hires are available, and the funding values.

I realize that some people would not want to view this, but cannot see where an optional flag for this would go. 'Message Settings' is close but does not seem quite correct for a new window.

Ideas?

or just introduce a cvar that is set to false by default
