Title: bases under attack

Hello

So I'm about a year and a half game time into my game.  recently two base icons on the geoscape changed and the aircraft from the bases are listed as on red alert.  all base facilities have stopped working and i cant destroy buildings in them because the base is under attack(?).  Am i missing something i should be doing in the game or is this a bug?  Savegame is attached.
