i really like point number 3 - and this should also be easy doable.

OK, some specyfication:
Green bar (out turn) is always all green and not share bar for characters:

Red bar (enemy turn) is red (enemies moved) and bright red and share bar for enemies:

Blue bar (civilians turn) is blue (civilians moved) and bright blue and share bare for civilians:

It's a nice idea, but we should probably do it our own way (slightly different) so we don't copy another work. Therefore I think it would be best to do something close to this but not exactly the same.

well, different colors per number of moved actors is cheat. And don`t forget about MP.
I think we can move panel team_selection down, and place new panel with current turn information to its place.

The thing I'm not sure about how to detect how much of the alien turn has passed.

Just put a small indicator light somewhere, like near the "End turn" button.
A big bar is an overkill for this IMO.

No, please without cheats. Just simple colored bar, with status message on it. This will be enougth.

If the turn bar tells you how many aliens left, it's a cheat. I think that was in Kildor's mind. ( But I could fail. I'm not good at mind reading in such big distance. :D )

If I remember correctly didn't XCOM use a still image for when you couldn't see something happening and then flashes of the things that you could see. I believe they started with that image letting you know that the aliens turn was starting, and then it would flash in between the still image with alien sounds and people dying, then the things you could see it would show, like this game does, and then there was text saying it was the start of XCOM's turn either in the center of the screen on or the still image, but it was clear. I felt that this added suspense and made me feel like I was a part of the mayhem, I couldn't see it but I could hear it and knew that it was out there. Something like that was much better than green light/ red light.
