Title: why don't increase agent state at two point?

hi all
i like play this game... i am playing in dev.2.3
but some problem.. at agent state increase

why agent health don't increase,, my agent killed alien almost 250 but just one point health is not increased

and  why agent accruracy (it's not skill) is not increase they use rifle, sniper rifle, heavy weapons, but just only increase weapons is granede launcher, (i dont use rocket launcher so that i don' know)
