Actually there is no need to make a laser minigun, as there is no barrel that would overheat and there is no need to increase the RoF as laser can fire as long as it is suplied with power.
Id really welcome laser canon shooting like a long range flame thrower- did anyone read Frank herbert's Dune? in one of the later parts there was a battle where guy used to scorch entire area with a single burst from a laser rifle- cutting and burning quite a lot of enemies. Of course such a firepower would be imbalancing but a cone shaped firing mode would be great - the soldier just presses the trigger and moves slightly sideways his laser until the battery runs out

Bigger problem with powered armours is the maintain cost. It has to be fuelled and needs a lot of maintenance -oiling, cleaning and so on.
While it would be MUCH to expensive for military mass use,  it still would be available for special forces having access to all weapon research of the humanity, like phalanx.
The only drawback of powered armour will be its weight- soldier would be really heavy and so many "bridges" maid of single board will collapse under him

at the moment there is plenty of space- most of my bases are anyway only radars with interceptors and a SAM. One HQ with dropship and the assault team, one big research base with labs, radar, sam contaminations and UFO hangars; another base with workshops which gives actually 3 really used bases.
Professional soldier you can hire immediately, while for the recruit you have to wait. As for the training time- dont go so crazy about the realism, as one hit from plasma pistol would always be lethal-super heated plasma will instantly fry anyone- and no armor will be able to withstand the temperature of few thousand degree and will not only melt, but should burn all oxygen in the explosion proximity , not to mention other alien weapons- particle pistol would be able to kill few rowed man in nanoarmors and still breach through a concrete wall taking the kinetic energy of near-the light speed particles.

The only argument that really is an issue is the code and interface. If that is a problem for the programmers than discussing it any further is pointless.

I always thought(unlike the lore from plasma blade research) that we have more man than the aliens and, while they are difficult to kill and can take many humans with them before falling dead

True - id never drink river water from other source than a mountain spring directly- which i used to do. Rivers are not polluted by dead bodies, but the bacteria and water plants that are dangerous- they breed well in often warm water of middle europe and make it useless without prior boiling.
The filtered water used to be poisonous as well before boiling- because of the chemicals were used to clean it- now their place took ozone pumped into water and thusly killing all life forms. Dont ask me about technical details as ive never been to a water pump station, but i guess its like big aquarium oxygen pump.
European water is not that deadly its just dirty and full of water plants.If so many animals drink it and live it shouldnt kill a human as well.
Now we have many industrial wastes and much bigger problem:
The MAIN POISONER OF WATER ARE FARMERS spilling chemicals over their fields. Dangerous pesticides and insecticides massively flow into the ground waters and get to the rivers.

I came to an idea of an addition to the current system-
recruit training- that way you would have unlimited supply of soldiers but you would have to train them from the beginning. How would it work? You have virtually unlimited supply of people willing to become a part of phalanx. There would be a recruitment centre where first selection would take place- health tests including viruses tests ;) and other prerequisites for future soldiers (this part would not exist at all, the base structure would be needed just to access recruits.
After that the special big structure (2x1 tiles, as 2x2 would be to big[2x2 means four squares]) would be needed to start training. That way you will never get soldiers with stats higher than 20, but you can stress some aspects more than others- before you start training you chose if its going to be a sniper (with 20 skill, lol) or a heavy gunner or an assault meat. Training takes some time- for game balance lets say 25 days and credits as you need to give them food, living space and so on - maybe 2x2 barracks is not that bad idea as it would contain training space and living quarters.
Barracks would supply up to 20 recruits at the same time. After the training they would be available to transfer to specific base. This would make also another specialised base- training centre.
Of course all stats and sizes are just my guess- feel free to tune them to your liking.

Nothing would change with the normal soldiers- you could still hire some veterans from nations, but my solution would help with the soldier shortage in some circumstances.

PS maybe highly specialized training would bring one stat to 30, another to 20 and the rest to 10-15 randomly?

Its mostly the consequence of overcrowding in some regions. It would be better for everyone to bring there contraception and better medical/social care so the people there dont have to breed like rabbits. An average couple need to have many children in hope some of them will be able to support them when they are old and weak. All the children that survive will continue breeding chain

I dont like the idea of swordplay for UFO- its 2084 and we really have some decent weapons and range is our advantage- i doubt anyone will defeat Ortonok with melee it just makes no sense.

And i dont like forcing anything on players- if you like to play sneaker- do so. Ill stick to picking them from afar with a sniper. also, theres not much sneaking as the aliens use particle and plasma weapons and are REALLY trigger-happy

a thick armor on an UGV would stand a light and medium weapons easily (plasma/particle pistols and rifles) but the canons would be deadly effective against them i guess- still its better to place a 200kg of C4 on a UGV than make soldier carry it ;)

I prefer to have one base with assault team- That way soldiers progress much faster- and other bases only for radar, fighters and SAM.
That way you can allways make one of them a dedicated factory, another lab.
This way there is almost no place for an UFO to hide, and absolutely no way to attack a firebird by surprise as the radars will warn me and give me some time to send closest interceptors or even activate SAM

I dont live in the states, but i guess its the consequence of electing republicans- radical parties always tend to restrict human freedom.
In Poland now, we have to choose between two evils - radical pro catholic party that will put bugs on phones, read letters and limit whatever is possible and so called liberal - which will sell the country to the rich corporations.
You say about limited freedom, but ive seen a picture photo taken on the street - there was George Bush and Adolf Hitler with a comment "same shit- different asshole" If you did such a thing with the president or prime minister in poland youd most likely end up in jail. Maybe with a small sentence of dew years (lets say 3) but still

The worldwide government itself is not a bed idea. What could be done can be evil- but doesnt have to be that way. Its like the knife- you can use it to make food - or slit a throat

in real life there already are bondages that stench bleeding just by pressing it to the wound. How about assigning each soldier such a bondage- so he or she would be able to stop the bleeding on their own if conscious.
Losing conciousness instead of dying is a GREAT idea- it would but an entirely new taste into the game- you must make choice either you rush to save a veteran soldier or kill aliens faster.
