Is there a list somewhere that describes the production requirements for everything?  I know it's a WIP, but I can't build stingrays, or plasma grenades now.

I'm following the 2.4 development trunk, so whatever the latest version is within a week or so.  currently release 32053

there will be such list when it will be finished. look to the base/ufos/research.ufo

Well you probably could also use our wiki. Heres a list of everthing that can be researched in the game:
