Hi there, I'm new at this game. Is there any possibility to save the game in the tactical (ground mission) view? I can find the save button (windows 7) only from the geoscape.

No saving is possible during ground missions.

I get the "no saving" rule that adds to the tension, but can we get a "Save & Quit" option for when I'm in a large map and need to go somewhere, but don't want to reply the map entirely?

There are multiple reasons for not adding battlescape saving feature. Only one of them is the save-scumming (cheating via save-reload cycles). The other for example, is writing and
maintaining
the code for the battlescape saves. It would be a lot of work to write it and a continuous effort to keep it up-to-date and working.

Personally I believe that even if a contributor wrote the initial version of battlescape saving we should not accept it, because contributors usually come and go, don't stay for too long but we would still inherit a codebase that we have to support despite our will...
