2.5 Stable Now?

I see a lot of discussion on moving to the 2.6 baseline, but I don't think I've seen a general announcement that 2.5 is stable yet.  Is there anymore development going on in 2.5 that we should consider it the stable baseline now and 2.6 the only dev version going?

2.5 only lacks some final touches and the people who can do the release process, namely the installers.

I assume 2.4 saves will not work? (just started playing this week).

2.4 saves do seem to work, but you have serious issues with 2.4 soldiers not having enough strength due to changes in 2.5.
