Installation completed not stopping time

Setting are set to pause time on pretty much everything, including Installation Build Finished, but you can see in the attached screenshot that an Interceptor Hangar finished building at 00:15 and time was still running at 12:13 the next day when I paused it manually and took the screenshot.
Am I correct that Installation Build Finished should have paused the game?
Should I report this in the bug tracker?

I'm not sure precisely how that option is supposed to work, but my guess is that "installation" refers to geoscape installations (base, radar tower, UFO yard, etc.) and not in-base buildings. Yes, it's a bit confusing.

There should either be an additional event for in-base facilities completion, or they should be handled under the existing Installation Completed event.
Shall I tracker this as a Feature Request?

It is exactly that bug, yes -- time isn't paused because the just-built building isn't fully-functional because the base doesn't yet have both a command centre and power plant. Unfortunately, since it's apparently recommended practice to build command centres away from the entrance if possible, it's very common that you'd build some less-important buildings (storage, living quarters, etc) first in a new base and expand from there once those are complete. But you need to keep a sharp eye out on the events if the game won't pause when those buildings are complete.
