2.4vs2.5 closing fire mode menu in battlescape

Was there a design decision, to allow closing the firing mode menu only by right-clicking on it? Previous versions allowed clicking elsewhere to close that menu, but no more.

it should be a bug. A right click should not do anything special.
If you left click outside it it close the popup too? no?

no. either choose one of the firing modes by left click or right click to close the menu.
