The inner is the detection range, the outer is the tracking range.

If youre new to UFO:AI youll probably want to take a look at Front Fox's Lets Play.

Thanks. The movie (very good Let's Play, I'm waiting for more episodes) even answered my second question "why I can't see any missions on the other continents?". Because no radar there, stupid! XD
