8 bases built , but the last 2 wont let me build any instalations

FYI: The max 16 installations limit was just removed in 2.4-dev, so you can build 3x"working bases" (24) in the latest version.

The implication of that, is that the number of bases will be limited to the $ income of a player, am i correct that this is a design choice of how to limit base numbers?.

No. Number of bases will be limited to a fixed number (beside the cash thing). Opportunity of building as many bases you want would ruin the gameplay.
