sincerely--how to set the <max. civilians allows to kill>

hi everyone, i am a new comer for the game..actually i enjoy it very much. but a problme is that i always got the game ended due to that i have too may civilians to killed...
anyone can tell me, how to set the Max.civilians allows to kill ? details will be much appreciated.

Ir really would nice to raise the max civis killed line a lot! Those pescy civies alvays get on my soldiers way, blocking doors and good firing positions! And before i have stunguns i have no choise but to shoot them myself... It is fun but still not wery useful! It costs TUs, it counts to the death count, it costs ammo...

There is no max civ killed limit anymore....
