What he means, I think, is that modern assult rifel
has an effective range of 50-100 meters.
Crack-shots can hit from 250 meters, with
proper sights.

PHALANX agents miss 2 out of 3 from 12 paces :)

As for "sniper" rifles : thier effective range should be +-2km.
The PHALANX model is good for 30 meters.
