Reaction Fire in 2.3...Am I missing something?

I just cant explain what is wrong with reaction fire other than I REALLY miss the old system.  Click once for single reaction fire, twice for multiple reaction fire, and thrice for off.  And they actually SHOT when they saw an enemy in front of them too!

I have had a single taman go up to 4 guys in a squad, ALL WITH REACTION FIRE ON, and the taman managed to kill two people before he RAN AWAY.  Not a single shot.  Iv'e played like 5 skirmishes and I havn't gotten a single reaction fire kill. 

And whats witht his reserve fire system?  What the hell does it DO?!

It would help if you actually checked some of the top topics on the first page, since they discuss this exact same issue.
