Perhaps if the TODO list in the wiki was expanded with an "estimated coding difficulty" or something for each needed item, that might work.
Alternatively, perhaps in the coding section of the forum someone could make announcements/stickies on where coding help is needed the most and what tasks are more or less difficult.
