I don't recall off-hand, but someone owns it now, because someone is giving Steam a license authorizing them to sell pay-for downloads of the original series (XCOM 1, 2, and 3).

I believe the XCOM franchise is owned by Take2 with a XCOM 1st person shooter being developed (Ken Levine) and a strategy XCOM being developed by Firaxis (Sid Meiers).  That is, if you believe rumors.  I know someone that I work with who has been to Firaxis' facility and "saw" a "new" XCOM  poster and he is a pretty reliable sort.  That, of course doesn't mean that it is not some sort of marketing for the XCOM bundle.
