Dropships should be given a chance for evasion

Currently, once the dropship is targeted by a UFO, it is most probably the end of the dropship with everyone on board. This is not fun, especially when you can only hire a few soldiers every month. There should be a chance for the dropship to escape, maybe in the form of an expensive upgrade installed on the dropship.

The thing is that this situation should simply not appear that often. UFOs are only allowed to attack PHALANX assets (including the dropship) if it is their mission to do so. So if dropships get shot down too often it is because one of two reasons: either UFOs are engaging the dropship when they're not supposed to, or there are too many UFOs with the intercept mission. You can use the debug commands debug_listufos or debug_listmissions to find out more about the state of affairs (if you run a debug build), so it would help if you could investigate.
