Can't go up stairs, ramps

(I hope this is the right place to post this.)

In development revision 23519, compiled on my Fedora Core 9 system, I'm finding that in missions,
I can't go up stairs/ramps.

At the moment I am trying to do what I did in 2.2.1 - I select a soldier, then press the up-arrow to
view the next floor up, then I try moving the cursor to my target location.
But when I move the cursor on the upper floor, it remains blue instead of turning green anywhere.
If I try clicking somewhere on the upper floor, nothing happens.

Maybe I'm just missing some obvious control?
Or maybe this is a bug.

This is a known issue in the development 2.3 branch that has been there for some time and is already being worked on.
