Destructavator:
Interesting. On my machine I didn't have problems - Then again, I have more than one computer (with different versions of XP) and I only ran it on the one computer I compiled it on. I'll be a bit busy with other things in my life over the next few days, but near the end of this coming weekend I'll look into this and try to figure out what happened. Thanks for letting me know about this problem, I apologize for this.
EDIT: In the meantime, if anyone else has the time and patience to upload an installer that works better, by all means go for it, because as I said I won't have time to really address this for a few days. (sorry!)
Mattn:
there is a new codeblocks+mingw package over at http://mattn.ninex.info - please use that one for compiling new versions

Hey thanks, this one works perfect, no errors, including the gtkradiant.
I'll be uploading a new installer overnight.
...And this time I'll quickly test it first. ;)
Destructavator:
Hmmm... It seems that gtkradiant still has warnings and, although no fatal errors, still can't compile radiant.exe on Windows. Rather than altering the NSIS script again, I found a different solution to build the installer: I just copied gtkradiant.exe from a seperate stand-alone install of the gtkradiant program into the UFO AI folder as radiant.exe, and as a result didn't have to much around with the NSIS script and risk problems.
Here it is:

This one I tested on a machine running XP home, and it works for running the game, although I didn't test the map-making tool, and honestly wouldn't expect it to work because of the reasons I listed above, but again for simply playing the game this one works OK.
BTAxis:
New installer up at http://ufoai.streetofeyes.com/ufoai-2.3-dev-win32.exe
This one has a compiled radiant that works - but you will need to install gtk.
