The Mumbai incident is really out of the plot, but knowing UN, they won't initiate an underground armed force, unless something really terrible happened.
In fact, terror site missions don't fit well into the alien way of war. They do incursions and are fighting in hit-and-run style. Attacking a city is much better suited to a total war concept.
I would like to see satellites as well, but I prefer only recon satellites with limited defensive abilities.
