Are compiled maps related to a particular os or are they interchangable?
Mainly asking as one of my computers is windows and the other is a mac and it takes too long to compile it on both.

maps can be used anywhere.
(an aside)
for multiplayer all parties must have bsp files that are bit-for-bit the same. this may not happen if maps are compiled on different machines due to architecture and floating point stuff.

Is it possible to combine already compiled mapparts?
If u have several maps with just parts of a map, like a house, a part of a street or a ship. Can u compile those parts and connect them while playing UFO:AI? Without compiling them again?

Yes. That's called random map assembly, or RMA for short. The wiki has a lot more info on that.
