I have never played X-COM so I don't know what is better. I'll see but should be all right, it's just the beginning of the game...:)

I'd like just report some problems.
I have 2 power armour but I didn't research them. I can buy them but can't produce them and they probably doesn't work because after three single shots from the plasma blaster the soldier dies.
Some soldiers have no enough TUS. If I have reaction fire turn on, they can't move(1 TUS). I can shoot just one fire but the aliens shoot like Rambo and even after that move so they are much better than Phalanx.
In the one map there are squares over all screen.
I think the main panel on the right is too big and the geoscape is like small. Resolution 1280x800.
In the last mission I got an error and the game crashed down:

It also happened in the 2.2 trunk - final stable version..
The reaction fire is quite difficult. There are 2 modes and I'm little bit confused how it works.

To solve your tactical issues with the new RF system, and few TU;
-for close work try the SMG, 12TU for full auto.
-for long range (32 squares+) use crouched sniper rifles.
I am not sure if the TU increases with experience (kills) ATM. If it does, it is a bit of a slow increase, IMO.
