No accommodation check in Dev 2.3

I was able to hire more employees than I have accommodation space in base.

Might be fixed also then in latest.

Ah, got it.

For some reason I assumed that one "Room" accomodates 10 members, but it's 20.

So, everything is fine then in math wise.
