Proposal: Autosell/Autobuy

I propose that autosell should also be able to automatically buy. The autosell button should be renamed to "maintain inventory" so that if for example, you use a rocket in a mission, your quartermaster will automatically restock if there are rockets on the market.

First things first. Firstly we need (OK, I need :p) to create the code about inventory templates, inventory assignment for team and aircraft. That is scheduled for 2.3 as my main task.
