When did the persistency of the save files change? With that i mean: when was the last time the savefiles had a different format in such a way that is is impossible to read/write savegames from an earlier version?
Is the trunk version still able to read/write 2.1 savegames?

yes, yesterday - i had to do some changes to safe base attack missions and crashsite missions. until 2.2 is stable there might always be such changes that would prevent you from loading a previous savegame. loading and writing 2.1.1 savegames wouldn't make much sense, because of all the new features in 2.2
