How about this model ? critics welcome.

Could be used by cops, or as an alternate to phallanx starting armor. Dunno if it is easy to fit it on pre-existing civilian models.

If the model is ok I will add all required details on it, just need to know we can find a purpose for it.

Looks alright as a police stab/armour vest, as long as the texture remains simple and doesn't try to make it look like metal.

Ok herebelow a texture attempt.

Didn't really know how a regular cop in his light armor vest should look like, and I am still quite limited to simple texturing due to my limited knowledge. I have absolutely no problem changing the texture if someone has any opinon on it.

Should look more or less like a soft formal/fancy armor, nothing metallic at least.

Google: Image SWAT.

Heavy police armor would look something like this:

Okay, I have no idea how to thumbnail and that image is just WAY to danged big.  See link. :)

In fact the 3d model is quite realistic, it is inspired from a real police heavy kevlar vest. The vest is supposed to be plain blue, but would look really ugly if I use only blue color. Maybe there is something to do with the shadows. Maybe I should make the texturest less look like a T-shirt.
