no reaction fire fo heavy weapons

I played the previous version until the persistent crash when aliens attack my base. I started again from the beginning with the latest 2.1.1 version but I found something strange - grenade launcher and rocket launcher dont have reaction fire. I mean its not because missing TU - in hands of different soldiers, from the beginning there is no reaction fire available - the button is gray and unclickable. It is very annoying, please help.

This was an intended design change.

Too many suicides were occuring when rockets missed their targets and grenades bounced onto nearby team members, I think.

GL's do get reaction fire if you load them with flechette
