I have a base with a workshop, but there are no workers (or any other staff actually) in that base. The production button in this base is disabled, but if you click on the workshop, you can still get to the production screen and select item to produce. It seems those items in the queue are being produce in that base even though there are no workers there at all.

I will make sure that won't happen in 2.2 (where the production code is extended a lot, including workshop capacities).
