This seems to me more like an exploit, but since it shouldn't be there, it's still a bug, and therefore I'm reporting it.

If I let the time pass while a base is under alien attack, the attack will eventually be over, but all the people there should die and all the equipment should be destroyed, and nothing else would happen (no building is destroyed). However, you can use the transfer option to transfer all the equipment to another base. That's one exploit. Most of the other options are disabled (you can't manufacture, hire and so on), but if you click on a living quarters room, you can still reach the hire/fire people option, and that's another exploit. If you combine those 2 exploits, you could just remove all equipment and staff from an attacked base, and just let the time pass until the attack is over. The only thing you might lose is the crafts in that base, but you could probably sell those too. Once the attack is over, you can rehire everyone, and transfer your equipment back.

You should disable both the transfer option and the hiring/firing option, which you get when you click on the living quarters, while the base is under attack. You should probably disable selling the aircraft option as well while the base is under attack.
