is used on the #1385 "Equip Defence Weapons" window both for in-base buildings (SAM battery, Laser battery) and for outdoors installations (SAM battery only).
Moreover, those outdoors installations are not only outside "base defences": they may defend radar towers, UFO yards, etc.

Thus, it shouldn't be "base defence"!
Let's consider that a "site" is either a base or an (outdoor) installation.
