I haven't had a problem before when playing it, but the last 2 times I've gone to San Fransisco and played the tower map the 2 floor and up is inaccessible. Aliens can go up and down, but I can't. I attached a screen shot of the stair case, but it is all the way up as far as I could tell.

I haven't been able to reproduce this. I'm thinking it might be related to a bug involving path blocking of the stairs. There is a dead civilian at the bottom of the stairwell, which might somehow be blocking the pathway (it shouldn't but there could be a bug causing this). I reviewed the path update code and can't work out what circumstances this could occur in. Could you find any work-arounds... the pathing should be updated even if you select another soldier or at the start of each new turn so these might be possible avenues to investigate.

I played it twice because I had saved it just before going to the mission and it did it both times. I lost too many guys the first time so didn't continue, the second time though I got lucky that the aliens came down or came to the windows where I could get them.

I'm not sure if the other times I had played it was on 2.1 when it worked. It may have only be 2.0. Would copying the map over from RC6 work?

The map in 2.1 is slightly different to RC6 but I don't believe anything was changed in it that affected those stairs (not sure, maybe I should merge the 2.1 map to 2.0 branch).

Using the RC6 or 2.0 map should be sufficient for testing purposes (it should be safe to use older compiled maps in newer versions, for single-player campaigns at least).

I found a similar inaccessable area on this map.
Top of the stairwell going to the roof. I places two snipers on the roughly two block area at the top of the stairs before moving them onto the roof. the sniper imediately above the stairs was able to move off, but the soldier imediately to the side of him was stuck in the corner and could not move or turn around.

Should I include this comment in this thread for make a new one?
Should I fix this myself and upload the map? (looks like a simple fix)

I had the same bug, but with another map. The one with the huge petrol boats and a tower far in the ocean. All second floor could not be reach and the tower too.
