In addition to the behaviour described in bug 1446463,
I have found the following:

When moving the soldier in first-person camera mode,
the camera moves with the soldier once he/she has come
to a halt. But this is only in the X and Y directions.
If the soldier walks up or down ON THE SAME LEVEL, such
as halfway up or down a flight of stairs or a ramp. As
long as the soldier hasn't changed actual levels, the
camera will stay on the same height as it started. This
can cause the camera to end up underneath ramps, for
example. Exiting first-person camera mode and entering
it again will cause the camera to be positioned at the
proper height.

Trunk revision 4483 fixes this issue (the camera now moves
with the soldier and changes height as well).

bug 1446463 is still open however (my understanding is
1446463 is not trivial at all to fix, the simplistic
approach fails [e.g. try setting the world-level manually to
something above the current level when in the subway or mine
mission and look around]).
